Resolution 03/2016-17 – Resolution to zone new school Q335
WHEREAS, Community District Education Council 27, in accordance with Chancellor’s Regulation A185, applicable Federal, State and City Law, Regulations of the New York State Commissioner of Education and policies of the New York City Department of Education; and
WHEREAS, zoning line proposals have been presented to CDEC 27 beginning in September 2016 by the Office of District Planning and the Community Superintendent,
WHEREAS, the Office of District Planning and the Community 27 Superintendent propose zoning changes for the current elementary school zones of P.S. 63, P.S. 64, P.S. 100, P.S. 108, P.S. 124, and P.S. 146 in order to create a zone for the new elementary school at new building Q335, coming online in 2017 and located at 9840 Albert Road,
WHEREAS, the new building Q335 is slated to open in September 2017 to help to reduce overcrowding at elementary schools in the Ozone Park and South Ozone Park neighborhoods,
WHEREAS, Community District Education Council 27 has reached out to the impacted communities by means of meetings, electronic, mailings and social media; and
WHEREAS, CDEC 27 has worked collaboratively with the DOE in an effort to accommodate the needs of the involved school communities; and
WHEREAS, the proposed changes would impact only incoming pre-kindergarten or kindergarten students that are new to the system in 2017-2018; and
WHEREAS, all currently enrolled students may remain in their school: and
WHEREAS, children entering pre-kindergarten and kindergarten whose verified siblings are enrolled in a school impacted by a re-zoning plan adopted by Community Education Council 27 will remain zoned sibling priority to that impacted school: and
WHEREAS, students will be enrolled in New York City pre-kindergarten programs by the following priority:
- Students residing in the zone, who have a sibling pre-registered or enrolled at the time of application submission and will be enrolled in grades K-5 in the school at the start of the following school year.
- Students residing in the zone, who do not have a sibling at the school.
- Students residing in the district, who have a sibling at the school,
- who have no zoned school or whose zoned school has no pre-K program, then
- who are zoned to a different school which has a pre-K program. Students residing in the borough, who have a sibling at the school.
- Students residing out-of-borough, who have a sibling at the school.
- Students residing in the district,
- who have no zoned school or whose zoned school has no pre-K program, then
- who are zoned to a different school which has a pre-K program.
- Students residing in the borough.
- Students residing out-of-borough.
WHEREAS, students will be enrolled in New York City elementary schools by the following priority:
- Zoned students whose verified siblings are pre-registered or enrolled at the time of application submission and will be enrolled in grades K-5 in the school at the start of the following school year
- Zoned students other than those in (1) above applying to the zoned school
- Students whose verified siblings are pre-registered or enrolled at the time of application submission and will be enrolled in grades K-5 in the school at the start of the following school year who are not zoned to the school,
- Within District first, then
- Out of District
- Students currently attending the school’s pre-kindergarten program who reside outside the school’s zone, without a sibling who will be in grades K-5 at the school in the following school year,
- Within District first, then
- Out of District
- Students other than those in (3a) and (4a) above who are residents of that district
- Students other than those in (3b) and (4b) who are residents of another district
WHEREAS, the need for bus service and public service, the Office of Pupil Transportation will follow standard procedure to determine bus service edibility of general education students, as outline by Chancellor’s regulation A-801; and
WHEREAS; the new zoning lines are the following;

- North on 75th Street to Drew Street, then

BE IT RESOLVED, that Community District Education Council 27 approves these zoning changes effective September 2017 on October 17, 2016.
